5.10 Current debates and reforms
Youth e-participation is one of the priorities of Lithuanian youth NGOs; however it remains a debated topic. A draft of the Procedure for Electronic Voting was prepared in 2020. On June 19, 2024, the Central Electoral Commission (CEC) organized a presentation of the conclusions of the feasibility study on online voting. The expert group that conducted the feasibility study concluded that there is a possibility of implementing online voting in Lithuania, however, until the probability of social, geopolitical and technological risks is reduced, it is recommended to postpone the implementation of online voting.
In February 2024, the conference "Youth participation - between solutions and consumerism" took place in the Parliament. During the discussion, the participants spoke about the civic education of individuals and the interest of young people to participate and join youth organizations and/or groups. During the discussion, the activity of young people joining informal organizations and avoiding formal organizations was touched upon. It was noted that in order to expand and strengthen the activities of informal organizations, it is mandatory to strengthen public trust in them, which would contribute to the transparency of informal organizations and the stability of their activities. According to the data collected by the Agency of Youth Affairs, the level of the citizenship-charity indicator has particularly increased (the share of the average citizenship-charity indicator increased by 29 percent from 2020 to 2023). It was noted that in order to educate future generations who are citizens, ready for joint activities, it is necessary to encourage young people to participate in voluntary activities and organizations: Maltese, scouts, Red Cross, Riflemen's Union, etc. i.e.
The conference on youth empowerment and participation, organized by the Youth Affairs Group of the Ministry of Social Security and Labour, was also held in the Seimas on 09 May, 2025. The Youth Affairs Council event is designed to review youth involvement in local government, challenges and achievements.
